説明
there is / there are は、「〜がある / いる」と存在を表します。
「公園に猫がいる」「冷蔵庫に牛乳がある」のように、ある場所に何かが存在することを伝えるときに使います。特に、相手がまだ知らないものを初めて出すときによく使います。
後ろの名詞の数で使い分けます。単数名詞・数えられない名詞には there is、複数名詞には there are を使います。
この構文の there 自体は「そこに」という場所を表しません。場所を付け加えるときは文末に置く形が基本ですが、場所を言わずに存在だけを伝えることもできます。

There is / are の肯定文
There is / There are で「〜がある・いる」と存在を伝える文が作れるようになる
「公園に猫がいる」「冷蔵庫に牛乳がある」のように、何かの存在を伝えるときに使います。 この there は文の主語の位置に置く語で、それ自体が「ここに・そこに」を表すわけではありません。
数を合わせるのは後ろの名詞なので、単数・不可算名詞なら is、複数名詞なら are を使います。 There is a book. は「本がある」と導入する文です。その本の場所を説明するなら It is on the table. と言えます。何があるかを伝える文と、 話題のものについて説明する文を区別します。

英作文では複数名詞 students に合わせて There are を使います。会話で There's + 複数名詞を聞くことはありますが、ここでは標準的な書き方の is / are の区別を覚えます。

現在の存在を表す基本形は There is / There are です。この文の has を are に直します。There has been ... のような完了形とは区別します。
There と It の違いは何ですか。
There is / are の否定文
There isn't / aren't で「〜がない」と存在を否定する文が作れるようになる
there is / are の否定文で「〜がない」と伝えます。be動詞の後に not を置いて作り、単数・不可算名詞には There isn't、複数名詞には There aren't を使います。会話では isn't / aren't のような短縮形をよく使います。
「ない」と言うときも、be動詞は後ろの名詞の形に合わせます。 There aren't any books. は、本が0冊でも books が複数形なので aren't です。同じ「本がない」を a book で表すなら There isn't a book. となります。

Is / Are there ...? で有無を尋ね、Yes / No で答えられるようになる
there is / are の疑問文で有無を尋ねます。be動詞を there の前に出して作り、単数・不可算名詞には Is there、複数名詞には Are there を使います。
短い肯定の返答は Yes, there is. / Yes, there are. とします。 Yes, there's. のように文末で is を短縮しません。

There are の疑問文は are を there の前に出します。一般動詞の疑問文で使う do は足しません。

How many の後ろは複数名詞 students なので、are there の語順にします。人数の答えが1人かもしれなくても、質問はこの形です。

場所を加えて伝える
場所を加えて、何がどこにあるかを伝える文が作れるようになる
場所を加える基本の形は There is / are + 名詞 + 場所 です。in は「〜の中に」、on は「〜の上に」、under は「〜の下に」、near は「〜の近くに」を表します。 これらを前置詞として使うときは、in the room / on the table のように後ろに名詞を置いて、 何の中・上なのかを伝えます。here / nearby のような副詞でも場所を表せます。
場所は必須ではありません。There is a problem. だけでも「問題があります」と言えます。 また、場所を先に示す In this room, there are two chairs. の語順も使えます。
